A denial-of-service vulnerability exists when creating HTTPS web request during X509 certificate chain building. Affected versions of .NET and .NET Core are: all before 2.1.25, all 2.2.x, all 3.x before 3.1.12 and 5.x before 5.0.3. Powershell is affected on all versions before 7.0.5 and 7.1.x before 7.1.2
